I. Purpose of the call for tenders
The open call for tenders aims to award a delegated management contract of the public urban and peri-urban transport service by buses and high-level service buses (BHNS) within the perimeter of the Grouping of Local Authorities Grand Agadir for Transport and Urban Mobility (GATMU), starting from the date of substantial availability and for a period of ten (10) years.
The tender is organized in three phases: an Initial Phase for submitting proposals, a Hearing Phase for discussions and submission of final proposals, and a Finalization Phase to conclude the contract with the selected candidate. The provisional schedule plans to launch the bus network operation on December 16, 2025, and the commercial service of the first BHNS line on December 16, 2025.
The tender and the contract are governed by Law No. 54-05 on the delegated management of public services.

II. Conditions of the call for tenders
1. Withdrawal of documents
The Consultation Regulations and Offer Drafting Manual are published and accessible at: https://www.marchespublics.gov.ma.
The full tender file, including the Consultation Regulations, Offer Drafting Manual, financial form, Information and Orientation File with annexes, and the draft contract, is delivered upon payment of MAD 10,000.00 and signing of a confidentiality agreement, to be requested at: gcttagadirmobility@gmail.com.
2. Documents to be submitted
All documents must comply with the Consultation Regulations and the Offer Drafting Manual.
3. Submission of bids
Initial offers must be submitted no later than August 29, 2025, at 4:00 p.m. (Morocco time):
– by hand with receipt at:
No. 23-24-25, 5th Floor, Val Fleuri B Building, East-West Axis – Haut Founty – Agadir;
– or by registered mail with acknowledgment of receipt;
– or via express courier service;
– or during the public opening session.
4. Opening of bids
The opening session of the initial bids will be public, held on August 29, 2025, at 4:00 p.m. at the same address above.
5. Bid guarantee
The bid guarantee is fixed at MAD 1,000,000.00.
6. Capacity criteria
Only candidates meeting the eligibility and capacity criteria defined in the Consultation Regulations will have their technical and financial offers opened. Others will be disqualified.
