In the environmental and social aspect, the project has been subject to:
An Environmental and Social Impact Study (ESIA): in accordance with Law 12-03 relating to environmental impact studies, which resulted in the granting of the environmental acceptability certificate in March 2021. This ESIA also meets the E&S requirements of the funding agency (French Development Agency (AFD)). The final version of the ESIA, submitted in January 2021, took into account the comments from the National Committee for Impact Studies (CNEI) and the AFD.
An Environmental Monitoring and Surveillance Program (EMSP): aimed at ensuring that the mitigation measures and management of the negative impacts of the Project are applied fully and effectively. The EMSP is a commitment from the Project Owner (MOA) to the competent environmental authorities (local authorities, Department responsible for Sustainable Development, etc.).
An Environmental and Social Management Plan (ESMP): developed based on the results of the ESIA and describes the mitigation and improvement measures as well as the E&S monitoring requirements that must be implemented during the various phases of the Project. This ESMP also aims to inform the various stakeholders (Project Owner and its representatives, Project Manager, and companies) about the extent of their responsibilities and to list all activities to be carried out to improve the E&S quality of the Project. The final version of this ESMP was submitted in February 2021, incorporating the comments from the funding agency (AFD).
A Stakeholder Engagement Plan (SEP): developed with the objective of promoting and providing the necessary means for meaningful dialogue with stakeholders throughout the Project cycle. The latest version was delivered in February 2021, incorporating the comments from the funding agency (AFD).
An Environmental and Social Commitment Plan (ESCP): which outlines the measures and actions for the effective management of E&S risks associated with the Project’s activities, as well as their implementation schedule to ensure the Project complies with Environmental and Social Standards (ESS). This ESCP is an integral part of the loan agreement signed between the AFD, the funding agency, and Agadir Mobilité SA, the Project Owner.
The E&S management of the Project begins at Agadir Mobilité with an E&S focal point, responsible for monitoring all E&S issues of the Project, including coordination between the technical and administrative teams of Agadir Mobilité and the E&S Project Manager, approval of quarterly E&S reports, and communication with the funding agency. Agadir Mobilité commissioned a specialized engineering firm in E&S, AREMO Engineering, to assist primarily in the implementation of the ESCP, ESMP, and SEP, monitoring E&S during the construction phase, and preparing quarterly E&S reports for the funding agency. The role of the E&S Project Manager is divided into three sub-missions, namely:
- Review and E&S documentation analysis of any document requested by Agadir Mobilité; primarily concerning the Tender Dossiers (DAOs) for contracts;
- Quarterly site visits and preparation of corresponding E&S monitoring sheets;
- Preparation of quarterly E&S reports for the Project.
To achieve this, AREMO has established the necessary mechanisms and tools as follows:
- A template for the quarterly E&S report;
- A template for the E&S monitoring sheet to be completed after the company’s visit;
- A reporting template for companies.
The E&S management of the Project is also based on the continuous control and monitoring of the Project Management Office (PMO). Indeed, the PMO initially appointed a dedicated HSE manager for the Project. Based on daily tours conducted on-site by this manager and notifications from the on-call team (at night), the HSE manager of the PMO issued observation reports to the companies to activate corrective actions.
In addition to observation reports, the HSE manager of the PMO prepares weekly reports on HSE Non-Conformities observed during the week.
The E&S management of the Project concludes at the level of the companies represented by HSE managers/supervisors who closely supervise the E&S aspects. In terms of HSE reporting, companies submit weekly reports to the PMO, copying the Project Owner and the E&S Project Manager.
